Regular jam is made by cooking fruit with sugar (and other ingredients, such as lemon juice and pectin) until thickened. It is then canned in a hot water bath, which makes it shelf stable (before opening).
If your freezer jam didn't set properly, you may not have measured your ingredients accurately (the ratio of fruit to sugar was off), the sugar may not have been totally dissolved, or you didn't cook the pectin properly or it may have expired.
